In essence, this bill establishes the Hometown Teacher Grant Program, designed to provide grants to local school administrative units in North Carolina for salary supplements to teachers who attended or graduated from a high school within the same unit and agree to remain employed there. Eligible teachers will receive a $500 monthly salary supplement. To facilitate participation, the Department of Public Instruction will create program criteria, and local boards will promote it to high school students. The Department must report annually to the General Assembly on the program’s metrics, including demographic data on recipients and placement rates. An appropriation of $10 million in recurring funds from the General Fund is allocated for each fiscal year of the 2025-27 biennium. The act becomes effective July 1, 2025.
