A new bill filed by State Rep. Winslow seeks to increase affordable housing by requiring local governments to permit accessory dwelling units alongside single-family homes, according to the North Carolina State House.
The bill, filed as HB 627 on March 31 during the 2025 regular session, was formally listed with the short title: ‘Regulation of Accessory Dwelling Units.’

In essence, this bill aims to increase affordable housing in North Carolina by mandating that local governments allow the development of at least one accessory dwelling unit (ADU) per single-family detached dwelling in residential zones. Effective Oct. 1, 2025, local governments cannot prohibit long-term rental of both the primary and accessory dwellings, impose parking restrictions, or charge excessive permitting fees. Additionally, ADU size cannot be restricted to under 800 square feet. Local governments may impose setbacks and require ADUs to be smaller than primary dwellings. The bill requires local governments to adopt regulations by Jan. 1, 2027, or face allowing ADUs without limitations. Certain exceptions apply, such as properties in historic districts and those with private covenants.
A related bill, SB 495, was also filed in the North Carolina Senate, introduced by Sen. Timothy D. Moffitt (and one other) on March 25, 2025.
