City of Creedmoor issued the following announcement on April 2.
Creedmoor CommUNITY, Butner Federal Correctional Institute has released information regarding the escape of Richard R. Cephas. Cephas is a 54 year old black male, 5'09", weighing 155lbs, with brown eyes and black hair. He was a resident of Delaware prior to his incarceration. He is listed as a non-dangerous offender and was serving a sentence for drug offenses.
Please contact the Creedmoor Police Department at (919) 528-1515 if you believe you have seen him or have any information regarding his whereabouts. The police department has not received any specific information indicating Cephas is in our immediate area.
