COUNTY OF FRANKLIN: Payne selected as Director of Social Services

County of Franklin issued the following announcement on Oct. 17.

Franklin County Social Services Board has selected its next Department of Social Services Director.

Andrew Payne was appointed by the Social Services Board to serve as the Director of the Department of Social Services during a special called meeting of the board on October 10, 2022. He will begin as director on November 1, 2022.

“I would like to sincerely thank the Board of Social Services for giving me this opportunity to fulfill one of my lifelong career goals,” Payne said. “My mission is to utilize my 28 years of social services experience to sustain the exemplary performance and practices of the department, continue to support staff, and strengthen the department’s capacity through training and technology to ensure Franklin County residents receive the highest level of customer service and access to all available resources.”

Payne has worked in the Social Services Department since March 2015 serving as Social Work Program Administrator and Assistant Director of the department during his tenure. He replaces Nicki Perry who is retiring after serving more than 30 years in the department including 22 years as director.

Before joining Franklin County, Payne spent 17 years working for Wilson County DSS and 5 years with Pitt County DSS. Most of his career has been in child welfare and more recently, adult services. He has spent more than two decades in leadership positions over his career.

Payne and his wife, Lisa, have been married for 20 years, and have three adult children, three grandchildren, and a two-year-old yellow lab, Banks.
